New buildings (construction started before commissioning) shall be entered in the Landbook on the basis of a statement issued by the State Railway Technical Inspectorate, in which the legal basis for construction and the characteristics of the new building are indicated.

At the request of the initiator of construction, the State Railway Technical Inspectorate shall issue a statement regarding a new building (construction started before commissioning) for submission to the Landbook Division.
