The State Railway Technical Inspection recognizes independent risk assessment institutions that carry out Commission Implementing Regulation (EU) No. 402/2013 (April 30, 2013) on the common safety method for risk determination and assessment and on Regulation (EC) No. 352/2009, an independent assessment of the suitability of the application of the risk management process and the results obtained in its implementation.
The applicant Creates a system that ensures an independent assessment of the application of the risk management process specified in Annex I of Regulation No. 402/2013 and the suitability of the results obtained in its implementation. The applicant must meet the criteria listed in Annex II of Regulation No. 402/2013. The assessment body must meet all the requirements and criteria set out in the LVS EN ISO/IEC 17020:2013 standard regarding competence and independence, experience and knowledge, competence in change management and competence to correctly apply safety and quality management systems or conduct an audit of management systems.
The inspection assesses the ability of the applicant with regard to the various areas of competence in the railway system, in connection with which there is a significant safety requirement, including the area of competence that includes the operation and maintenance of the railway system.

- Formal application;
- Examination of the application;
- Assessment of recognition;
- Issuing of a recognition decision;
- Monitoring activities;
- The process of rerecognition.
The Inspectorate shall take a decision regarding the recognition of an independent risk assessment institution not later than 4 months after receipt of all information and documentation.
