The Applicant shall prepare the application and documentation in Latvian and indicate in the application the type of activity and scope of activity of the planned railway undertaking or shunter, as well as the intended area of operation. The application shall be accompanied by documentation, including documentary evidence, that the applicant has established its safety management system, complies with the requirements set out in the technical specifications for interoperability, common safety methods and common safety targets, other regulatory requirements specified by the applicant and, where applicable, national rules to control risks and provide services safely.

The European Union Railway Agency evaluates the compliance of the applicant's safety management system with the requirements of the technical specifications for interoperability, common safety methods and common safety targets, including the evaluation of  the distribution of the applicant's responsibilities in the organizational structure, control at all management levels, involvement of all level of the staff and their representatives and continuous improvement of safety management system, as well as the adequacy of knowledge and methods related to the human factor. The State Railway Technical Inspectorate evaluates the applicant's ability to operate safely in the railway system in compliance with national rules.

The submission of applications and documents, the request and circulation of all information, as well as the notification of decisions to the applicant shall take place through the One Stop Shop of the European Union Railway Agency.

This is a paid service to which the Commission 02.05.2018 Implementing Regulation Nr. 2018/764 on the fees and charges payable to the European Union Agency for Railways and their conditions of payment and Commission 29.10.2021. Implementing Regulation Nr. 2021/1903 amending Implementing Regulation (EU) 2018/764 on the fees and charges payable to the European Union Agency for Railways and their conditions of payment is applied.

For the convenience of users, the European Union Railway Agency has developed guidelines for receiving the service.

The service charge shall be charged in accordance with the Commission's 02.05.2018. Implementing Regulation (EU) 2018/764 on fees and charges payable to the European Union Railway Agency and the conditions for payment thereof as amended by Commission Implementing Regulation (ЕС) 2021/1903 amending Implementing Regulation (EU) 2018/764 on fees and charges payable to the European Union Railway Agency and the conditions for payment thereof.

The following fees and charges apply from 1 January 2023 when submitting applications or requesting a service to the Agency:

1. The Agency shall apply an hourly rate of EUR 252.

2. The fixed fees to be paid to the Agency for the use of the one-stop shop (OSS) shall be as follows:
