The European Commission's Directorate for Mobility and Transport (DG MOVE) provides policy planning for the development of the Single European Railway Area to strengthen rail against other modes of transport. DG MOVE's focus on three areas that are essential:

  • opening the rail transport market to competition;
  • ensuring railway safety and interoperability;
  • development of railway infrastructure.

Railway Interoperabil­ity and Safety Committee (RISC), which consists from member states, examines DG MOVE draft proposals of legal acts in railway field:

  • safety;
  • interoperability;
  • ERA tasks;
  • Single European Railway area;
  • other points.

  • Transporting dangerous goods – uniform procedures for checks

    • Directive (EU) 2022/1999 lays down EU-wide rules for checks of vehicles transporting dangerous goods by road. These include a checklist with items to be checked roadside together with a common description of infringements and classification of their dangerousness. This initiative adapts the checklist and the description of infringements to the technical progress made and introduces a common checklist for checks at premises.;

    • The purpose of the amendment is to introduce the necessary technical documents that define the testing process of the equipment for compliance with the new specifications developed in 2023. The amendment also aims at providing more legal clarity to the transition regimes that will keep the railway sector competitive. Preventing undue costs affect the sector because of the changes made to the technical specifications for interoperability (TSI) command-control signaling (CCS) in 2023.;

    • Regulation (EU) 2020/1056 on electronic freight transport information (eFTI Regulation) establishes a legal framework that allows economic operators to share with the relevant authorities digital information on the transport of goods within EU. This initiative under the eFTI Regulation sets out the detailed specifications on the common functional requirements for the IT platforms to provide eFTI data exchange services between economic operators and relevant authorities.;

    • Rail passengers are currently not protected by passenger rights when they combine separate tickets from different railway undertakings for a given journey, as opposed to through tickets that must be offered by railway operators belonging to ‘one sole undertaking’ (rules applicable as of June 2023). The targeted revision would aim to extend the protection available to passengers, ensuring passenger rights for a journey involving several railway undertakings.;

    • This proposed Regulation introduces safety methods for assessing the safety level and the safety performance of railway operators. It will enable and support railway operators, national safety authorities and the European Agency for Railways to improve the safety of the European rail system. These methods establish a harmonized assessment of safety levels and performance, promoting a structured process for understanding causes and consequences of accidents and incidents.;

    • The purpose of this amendment is to ensure consistency between the technical specifications for interoperability (TSI) for rail freight wagons and the Regulation on the International Carriage of Dangerous Goods by Rail (RID). In particular, it aims to ensure that the requirements for wagons carrying dangerous goods outside the EU set out in the RID are aligned with the requirements for wagons carrying dangerous goods within Europe as set out in the TSI.;

  • Amendment of technical specifications for interoperability of rolling stock
    • implementing regulation;
    • this initiative aims to create the possibility to authorise military escort coaches, which are specific passenger coaches integrated in military freight trains. These coaches differ from normal passenger coaches that are integrated in passenger trains. Military escort coaches were not included in the latest revision simply because they had not been necessary in peacetime. With the war in Ukraine, it has now become necessary to order military trains.;

    • this initiative lays down technical and functional specifications for ‘telematics applications’ – a subsystem of the EU rail system that enables data sharing between the digital systems of companies involved in rail transport services operated in the EU;
    • the regulation includes:
    • cover processes related to both passenger and freight services
    • set binding deadlines and milestones for its implementation
    • strengthen the role of the responsible authority (i.e. the EU Agency for Railways).
