The European Commission's Directorate for Mobility and Transport (DG MOVE) provides policy planning for the development of the Single European Railway Area to strengthen rail against other modes of transport. DG MOVE's focus on three areas that are essential:

  • opening the rail transport market to competition;
  • ensuring railway safety and interoperability;
  • development of railway infrastructure.

Railway Interoperabil­ity and Safety Committee (RISC), which consists from member states, examines DG MOVE draft proposals of legal acts in railway field:

  • safety;
  • interoperability;
  • ERA tasks;
  • Single European Railway area;
  • other points.

  • Electronic freight transport information (eFTI) platforms – specifications on the functional requirements 
    • Delegated regulation; 
    • Regulation (EU) 2020/1056 on electronic freight transport information establishes a legal framework that allows economic operators to share with the relevant authorities digital information on the transport within the EU of goods by road, rail, inland waterway and air. This delegated Regulation provides the rules for certifying that IT platforms used in the eFTI environment comply with the established legal requirements on the provision of eFTI data exchange services.;

  • Public transport by rail and by road – Simplification of reporting requirements
    • Proposal for a regulation; 
    • This initiative aims to simplify reporting obligations of authorities imposing public service obligations under Regulation (EC) No 1370/2007 on public road and rail transport. They would no longer have to annually report operators’ compensation for costs, but only when a contract is awarded and compensation exceeds EUR 1 million. This information would be more easily available to stakeholders as the authorities would use the registry to be put in place under Commission Decision (EU) 2025/2630.;

  • Electronic freight transport information (eFTI) platforms – specifications on the functional requirements 
    • implementing regulation; 
    • Roadside control authorities cannot easily identify the type of operation a vehicle is performing without stopping the vehicle to examine its documentation. This initiative would add the countries of the place of taking over of the goods and the place designated for their delivery to the freight data authorities can consult based on a vehicle’s number plate, so they can identify the nature of an operation before deciding to stop the vehicle performing the operation.;

  • Rail – transparent resale of rolling stock 
    • Proposal for a regulation; 

    • Rail passenger growth is constrained by rolling stock shortages. The Rolling Stock Initiative will explore measures to improve second-hand markets and leasing markets, looking at both regulatory and non-regulatory options.   

      These options could include:

      - requiring railway operators to sell rolling stock, including decommissioned units, through open, transparent and non-discriminatory procedures,

      - introducing a voluntary certification scheme to encourage reuse.;

  • Passenger rights – targeted revision of rules to better address needs of persons with disabilities and reduced mobility
    • Proposal for a regulation; 
    • The Commission intends to revise EU passenger rights in air, rail, waterborne, and bus and coach transport to better address the needs of persons with disabilities and reduced mobility. Existing evidence points to inconsistencies in the current framework.
      Based on recent evaluations of EU passenger rights, this initiative aims for a targeted, proportionate revision of the rules. The purpose of the initiative is to also simplify the rules, for both passengers and transport operators.;

  • Targeted revision of Regulation (EU) 2021/782 on rail passengers’ rights and obligations
    • Proposal for a regulation; 
    • EU rail passenger rights apply to individual tickets and through-tickets, but not generally when tickets for a journey with connections are bought in a single transaction on a digital platform.
      While such tickets may sometimes be through-tickets or come with contractual protection, this is not guaranteed. As a result, passengers missing connections between different rail operators may be left without reimbursement, re-routing or compensation.;
      The targeted revision aims to address this gap.;

    • These two initiatives aim to make it easier for passengers to find, compare and book multimodal tickets using services provided by multimodal digital platforms.
      The first proposal aims to improve the online multimodal ticketing market by increasing transparency, establishing a level playing field for operators and preventing distortion of competition among platforms.;
      The second proposal will focus on rail, boosting the number of rail tickets and associated fares available on online platforms.;

    • In the railway sector, good planning of network maintenance and other infrastructure works reduces cost and service disruption and is a prerequisite for reliable railway services. This initiative will revise rules on the planning of rail infrastructure works – currently laid down in an Annex to the Regulation on the use of rail infrastructure capacity – to promote greater predictability of interventions, more stable timetables, and better use of the network capacity.;

  • Transporting dangerous goods – uniform procedures for checks

    • Directive (EU) 2022/1999 lays down EU-wide rules for checks of vehicles transporting dangerous goods by road. These include a checklist with items to be checked roadside together with a common description of infringements and classification of their dangerousness. This initiative adapts the checklist and the description of infringements to the technical progress made and introduces a common checklist for checks at premises.;
