The competence management system determines how to assess, maintain and monitor the knowledge, skills and qualities of the staf within authority. It is important to ensure that stafs has the necessary knowledge and skills to perform their tasks. The competence management system is fully integrated for all units.
The competence management system of the State Railway Technical Inspectorate includes:
- competencies, including general and specific (technical) skills, are determined and defined for every profile, role and task;
- the selection procedure and criteria are defined;
- introduced mentoring system within authority;
- established staff training procedure and qualification requirements to ensure continuous development of staff competence;
- regularly developed and revised training plans/programs;
- defined periodic assessment of competences/skills;
- determines how it is ensured that the level of competence required is sufficient;
- described what IT tools are used for the competence management system.
