The State Railway Technical Inspectorate informs that on November 15, 2023, in the conference hall of the AVALON Hotel in Riga, 13 January street 19, a free seminar is organised to inform railway system participants about changes in legislation.
The information seminar will consist of two parts and the following agenda is planned:
Part I - Changes to the legal framework of the European Union
(from 9:30 to 13:00)
1. Draft Rules for rail operation: requirements, 03/08/2010 Loss of force of Cabinet Regulation No. 724 “Railway Technical operating Regulations”.
2. Technical specification for interoperability relating to the traffic operation and Management subsystem of the European Union rail system (OPE TSI):
2.1. OPE TSI requirements for operators, shunters and infrastructure manager;
2.2. Changes introduced by Regulation 2023/1693 in the safety management systems of operators, shunters and infrastructure managers.
3. Other issues.
Part I of the seminar is dedicated to the responsible specialists of railway operators, infrastructure managers and shunters.

Part II- The transportation of dangerous goods and preventive measures for the transport of dangerous goods with special risk potential

1. Improvement of the exchange of information between State institutions and merchants involved in the transport of dangerous goods (A.Dunskis, State Railway Technical Inspectorate).
2. Cabinet of Ministers Regulation No. 363 of 4 July 2023 “Regulations of Security advisors (advisors) in the field of Road Transport and rail Transport of dangerous goods” and Cabinet of Ministers Regulation No. of 4 July 2023 .365 Amendments to Cabinet of Ministers Regulation of 29 April 2003 No.226 “Regulations concerning the Carriage of dangerous goods by rail” (J.Pakalns, Ministry of Transport, D.Lācis, State Railway Technical Inspectorate).
3. Information regarding reports of safety advisers and completion of a questionnaire regarding performance of activities in the field of transport of dangerous goods (G.Priedniece, State Railway Technical Inspectorate).
4. Information on amendments to the Rida Regulations and to Annex 2 to the SMGS (D.Lācic, State Railway Technical Inspectorate).
5. Discussion of current developments and problems.
