Description:
A person who meets the minimum conditions of medical requirements, who has a proof of psychophysiological fitness for the work of the train driver, who has obtained general basic education and vocational training in the field of train driving, which is equivalent to the third level of professional qualification, and who has passed the theoretical examination at the State Railway Technical Inspectorate.
Subclauses 4.6 and 4.7 of the OPE TSI1 Annex determine the requirements for the professional competence, health and safety conditions of railway employees. In addition, Appendix F of OPE TSI1 contains detailed requirements for ensuring the competence of the train driver's assistant. CSM for safety management systems2 Annex I 4.2. subsection and Annex II 4.2. subsection sets the requirements for railway employee competency management systems.
The examination of the professional competence of the train driver's assistant is carried out by the carrier, shunting operator or railway infrastructure manager in accordance with its safety management system (CSM on safety management systems2, subsection 4.2 of Annex I and subsection 4.2 of Annex II) and in accordance with the requirements of Appendix F of OPE TITS1. In the safety management system, the carrier, shunting operator and railway infrastructure manager determine the procedure for checking the professional competence of the train driver's assistant, as well as the documentation management regarding this process (for example, how the knowledge test is completed, what documents are issued to the driver's assistant, what is the validity period of the documents ).
The train driver's assistant, who professional competence is currently certified by a previously issued and valid certificate of competence of the train driver's assistant, issued by the State Railway Technical Inspectorate, shall be considered certified until the expiration of this certificate's validity.
A train driver's license issued to a person and the harmonized complementary certificate issued in accordance with the Cabinet of Ministers Regulation No. 873 of September 14, 2010 "Regulations on the acquisition of train driver qualifications and train driving rights" can also serve as proof of the professional competence of a driver's assistant, or a train driver's license and the harmonized complementary certificate issued by the employer that the person's competence has been checked in accordance with the requirements of point 3 of Appendix F of OPE SITS1.
