During the planning stage of the project prior to the commencement of the restoration or modernisation processes of a stationary installation in operation, the commissioning party shall submit a submission indicating the description, purpose, scope and planned modernisation or renewal work of the stationary installation to which the permit to enter into service of the stationary installation would be applicable, indicating the planned changes in the performance parameters of the subsystem, as well as authorising the contact person for communication with the evaluation group during the evaluation process. The applicant shall attach the available design documentation to the application.
- the date of receipt of the documents shall be recorded and the identification number of the evaluation file shall be assigned;
- The inspection shall establish an evaluation team within five working days;
- The inspection may organise a coordination meeting with the applicant in order to specify the scope of the proposed upgrading or renewal of the fixed installation and the relationship with the APIS procedures;
- verify, within one month of receipt of the application, the completeness of the dossier, whether the information in the documents is sufficient for carrying out a detailed assessment;
- carry out a detailed assessment within three months;
- carry out a check on the correct application of the evaluation process;
- decide on the application of APIS for the modernisation or renewal of a fixed installation.
