The stationary equipment may be operated only after the receipt of a permit for the operation of a stationary installation, if the stationary installation has been designed, constructed and installed in accordance with the essential requirements specified in Annex 1 to Cabinet Regulation No. 374, complying with the TSIs and national requirements, as well as all the requirements of Cabinet Regulation No. 374, in accordance with the procedures explained in this Manual. 

A permit for the operation of fixed installations shall be an authorisation to use a fixed installation as a subsystem or part thereof of a railway system.

 

In order to put into service a stationary installation:

    • Applicant shall submit an application and the documents to be appended thereto:
      • documentary evidence of the recording of claims and risk management;

      • prepared “EC” declarations of verification;
      • documents proving the technical compatibility of subsystems with the railway system;
      • documents proving the safe integration of subsystems;
      • ERA Decision for Class A Control-Command and signalling stationary field subsystems
      • indicates the authorised contact person for communication during the evaluation process.
    • Inspection:
      • record the date of receipt of the documents and assign the identification number of the evaluation file;

      • set up an evaluation team within five working days;
      • a coordination meeting with the applicant may be organised to clarify the scope of the proposed upgrading or renewal of the fixed installation and the relationship with the APIS procedures;
      • verify, within one month of receipt of the application, the completeness of the dossier, whether the information in the documents is sufficient for carrying out a detailed assessment;
      • carry out a detailed assessment within three months;
      • carry out a check on the correct application of the evaluation process;
      • take a decision and issue an authorisation for the operation of a fixed installation.
